چکیده

In a rare effort to internalize congestion costs, London recently instituted charges for traveling by car to the central city during peak hours. Although the theoretical influence on the number and severity of traffic accidents is ambiguous, we show that the policy generated a substantial reduction in both accidents and fatalities in the charged area and hours. At the same time, the spatial, temporal and vehicle specific nature of the charge may cause unintended substitutions as traffic and accidents shift to other proximate areas, times and to uncharged vehicles. We demonstrate that, to the contrary, the congestion charge reduced accidents and fatalities in adjacent areas, times and for uncharged vehicles. These results are consistent with the government's objective to use the congestion charge to more broadly promote public transport and change driving habits. JEL Codes: I18, R48, H27

Impact of traffic congestion on road accidents: a spatial analysis of the M25 motorway in England.

Traffic congestion and road accidents are two external costs of transport and the reduction of their impacts is often one of the primary objectives for transport policy makers. The relationship between traffic congestion and road accidents however is not apparent and less studied. It is speculated that there may be an inverse relationship between traffic congestion and road accidents, and as su...

Traffic Externalities and Housing Prices: Evidence from the London Congestion Charge

This study exploits the introduction of the London Congestion Charge (CC) that greatly improves traffic conditions in Central London to provide new evidence on the capitalization of traffic externalities onto housing values. The Congestion Charge restricts traffic into the cordoned area by imposing a flat fee on drivers whenever they enter during charging periods. I show that the introduction o...

Urban Vehicle Congestion Pricing: A Review

Drivers in urban neighborhoods who cruise streets, seeking inexpensive on-street parking create a significant fraction of measured traffic congestion. The solution to this problem is to reduce the total traffic volume including cruising traffic by implementing a congestion pricing scheme: the imposition of a usage fee on a limited-capacity resource during times of high demand. We review the his...

Congestion and Safety: A Spatial Analysis of London

A disaggregate spatial analysis, using enumeration district data for London was conducted with the aim of examining how congestion may affect traffic safety. It has been hypothesized that while congested traffic conditions may increase the number of vehicle crashes and interactions, their severity is normally lower than crashes under uncongested free flowing conditions. This is primarily due to...
